CSA do not owe duty of care to claimants..

The Court of Appeal ruled in the case of Rowley that the CSA does not owe a duty of care to those claiming child support and the CSA cannot be held responsible if it fails to collect payments from absent parents. On dismissing the case Lord Justice Dyson said that it would not be "fair just and reasonable" to impose such a duty of care. Mrs Rowley is considering appealing to the House of Lords.
